Meta’s developer ecosystem depends on third-party developers operating within strict data use policies. Following regulatory scrutiny and requirements from the FTC, the company needed a scalable way to ensure compliance across a global developer base.
The Challenge
Design a system that enables hundreds of thousands of developers and businesses to:
- Understand complex policy requirements
- Take the correct actions within strict deadlines
Avoid breaking their integrations or businesses
Failure to complete required steps would result in loss of platform access—creating significant risk for both developers and Meta.
Approach
Led a multidisciplinary design effort across the developer platform, spanning external and internal tools.
Translated complex legal and regulatory requirements into clear, actionable experiences
Partnered with FTC assessors, legal, product, and engineering to define requirements
Designed end-to-end flows: requirement communication, multi-step workflows, internal review tools, and developer notifications
Ensured clarity at every step—guiding developers through high-stakes actions with minimal ambiguity
Built for global scale, accounting for diverse developer needs and contexts
